The L2C project promoted shared leadership in schools, empowering teachers, students and parents to take active roles in decision-making. By focusing on STEM, ICT and digital citizenship, it helped schools adopt innovative approaches to leadership and change management.

School shared leadership can empower students to take on leadership roles in the classroom and beyond. At the same time, collaborative decision-making processes in schools can positively impact students' learning.

For these reasons, the Learning Leadership for Change (L2C) project moved away from the traditional top-down leadership model—where the school head holds primary authority—and embraced a shared leadership approach. This new model fosters a school culture in which teachers, students, and potentially parents take on leadership responsibilities as part of the school community.

The project promoted the spread and integration of innovative school leadership practices and supported effective networking through capacity-building activities such as self-assessment, training, and sharing best practices. These efforts focused on three strategic areas of school development:

  • STEM education

  • Innovative use of ICT in teaching

  • Digital citizenship

L2C was built on a co-construction process involving a small group of schools from five countries (Belgium, Spain, Italy, Malta, and Portugal). These schools validated the impact of shared leadership practices in shaping STEM education policies, enhancing the use of ICT in classrooms, and promoting digital citizenship.

Through the project, participating teachers, educators, and school leaders developed strong skills in shared leadership, enabling their schools to adopt innovative approaches to change management.
