Malta's New Digital Education Strategy Sets Vision for a Digitally-Ready Education System

Bridging the Digital Divide
Addressing the need for equitable digital access, a central pillar of the strategy is focused on closing the digital divide. Malta's Ministry for Education has committed to the "One Device Per Child" initiative, an expansion of earlier programmes that provided tablets to primary students. This initiative, co-funded by the EU, will now extend digital devices to secondary students as well, ensuring all students, regardless of their background, have the resources necessary to engage in digital learning both in school and at home.
Beyond access to devices, the initiative is equipping schools with essential digital infrastructure, including secure internet connectivity and content filtering to safeguard students' online activities. The government's commitment to digital inclusion aims to foster a more equitable learning environment and increase digital literacy levels to 80% among students by 2030, exceeding the EU's benchmark target of 60%.
Digital Competence in the Curriculum
Malta's strategy does not treat digital skills as a separate subject but integrates them across various areas of the curriculum, aiming to enhance students' technological fluency in practical, real-world contexts. Starting from primary levels, students will encounter digital tools as part of lessons in subjects such as English and mathematics, making digital competence a core part of the learning experience.

The ministry's approach has garnered support among educators who recognise the added value of embedding digital literacy in everyday subjects, creating an immersive learning experience.
Supporting Educators with Professional Development
The strategy emphasises continuous professional development for educators, recognising their pivotal role in the successful implementation of digital education. With resources ranging from workshops and webinars to support networks, the strategy ensures that educators have the training and confidence to integrate digital tools effectively into their teaching.
Drawing on the European Framework for Digital Competence, Malta's approach includes collaborative programmes with the University of Malta to support teacher preparedness in the classroom. Notably, teachers will receive ongoing training during school hours, equipping them with practical skills to enhance their digital pedagogy.
Cybersecurity and Digital Safety
As Malta advances its digital infrastructure within schools, cybersecurity remains a primary concern. The new strategy addresses this through initiatives aimed at both students and educators. In collaboration with European partners, the ministry has introduced online safety programmes and installed content filtering systems in schools to protect students online.
Digital safety education extends to teaching students how to navigate social media and evaluate digital content critically. The programme also includes training for parents to reinforce these skills within families, further supporting a culture of digital awareness in the community.
Future-Focused with AI and Personalised Learning
With AI-powered tools playing an increasingly prominent role in education, Malta's strategy is leveraging this technology to support personalised learning experiences. AI tools will assist educators in tailoring lessons to meet individual students' needs, enhancing engagement and learning outcomes.
