Invitation to tender for evaluation services

European Schoolnet (EUN Partnership AISBL), is launching an invitation to tender for evaluation services. European Schoolnet intends to appoint several suppliers for each lot in a cascade arrangement depending on the results of the Evaluation Committee and the number and quality of bids received. In this case, a limited number of companies will be placed in a cascade arrangement for each lot to conclude a multiple framework contract with each of them for a period of three years.

Closing date for receipt of questions and comments is: 17:00 CET, 15th November 2012. All enquiries should be emailed in the first instance to the contact details provided below. Please note that answers to questions will be circulated to all applicants.
 
The deadline for receipt of applications is: 17:00 CET, 30th November 2012. Applications should be submitted by e-mail as a word document, providing details of the proposed approach, experience and costs.
 
Following evaluation of the submitted proposals, successful and unsuccessful applicants will be notified by e-mail of the decision of the EUN Evaluation Committee if possible, during the month of January 2013.

Questions and answers related to call for tender 

 
Question 1. We are interested in Lot 1 and 3, but Lot 1 seems to be relevant for LLL (under LLP) projects and service contracts, while lot 3 is more relevant for FP7 STREP and IP, and CIP.
Should we then create the tender in such manner that in:
  • Lot 1 we provide an offer per project for  LLP up to 3 years (with typical fee between EUR 5,000 and EUR 10,000) and Service contracts (typical fee is between EUR 8,000 and EUR 20,000)
  • and in Lot 3 an offer per project for FP7 STREP (typical fee is between EUR 10,000 and EUR 15,000), FP7 IP (typical fee is between EUR 15,000 and EUR 30,000), and CIP programme (typical fee is between EUR 10,000 and EUR 15,000)?
Answer 1. The issues raised in Lot 1 contain elements that might be common to the other two lots (i.e. general evaluation approach). Organisations applying for Lots 2 and 3 must cover the general evaluation approach also present in Lot 1. Applicants can define how they structure their offer and how the different lots and project types are addressed.
 
Question 2. Could you let us know whether the indicative budgets for the evaluators are VAT included or excluded?
Answer 2. The amount should be stated excluding VAT and the percentage of VAT applicable should be indicated under brackets:
e.g. EUR 10.000,00 excl. VAT (+ 21% VAT).
The part of the budget dedicated to travel & subsistence (if any) should be indicated separately and should be easy to identify in the financial offer.
 
Question 3. The budget ranges for each of the different example project evaluation types, as detailed on page 6, differ in scope from €5k to €30k. This means the potential scope for each evaluation is very varied, the largest being of up to six times magnitude to the smallest. How would you like to see the response and indicative budgets composed, in respect to each of the different lots within our bid with this in mind?
Answer 3. It should be broken down under each lot according to the type of project being evaluated.  The total price should make it clear how many person days are involved and for what type of staff.
 
Question 4. We are a small organisation and don’t have multiple staff categories. Thus we have a fixed rate for all of our team members be them employees or associates, who are all experts in their own right – will this count against us at evaluation time?
Answer 4. It is fine to fix just one rate for all your staff provided the explanation for that is made clear in the reply. If secretarial time is being charged for we would normally expect the daily rate to be lower but not if the experts were performing the work. At the end of the day, we will evaluate the bid based on the work being done for the type of project being evaluated. If the price is not within the guidelines indicated that may risk a negative evaluation.  
 
Question 5. Is there a formal exclusion criteria ‘declaration on honour’ template we need to complete for you or should we create our own to pass this submission criterion?

Question 6. Could you please specify how detailed our description of the “availability and capacity of experts” should be? In writing out bid, would it be sufficient if on top of CVs from 2-3 ‘core’ people, we’ll outline the capabilities of our experts in general and attach only a few  of their CVs?
Answer 6. Yes, it is fine to add 2 or 3 CV of core experts from your organisation. In addition, it is expected to have a short description of the expertise and biography of the expert(s) in the bid.
 
Question 7. A related question is on the level of detail with regard to the description of fees and charges. Could you please stipulate how detailed and exhaustive the list of fees and charges should be?  Given the diversity of evaluation activities described in the tender, it is almost impossible to foresee all the contingencies.
Answer 7. Applicants should provide as much information related to the fees and charges as possible. It is up to applicants to establish the level of details and precision they would like/are able to give
 
Question 8. We plan to bid for lots 1 (general evaluation) and 2 (STEM education) and would be very grateful if you could provide more information regarding their specifications. For example, we would like to know if we need to submit two separate bids for each lot in the contract or it will be sufficient to make a joined tender proposal.
