European Schoolnet strives to demonstrate how ICT can support change in teaching and learning. Innovation in practice is difficult without policy support. One of European Schoolnet’s objectives is to identify evidence, scalable and transferable practice and emerging priorities in education in Europe.

Description of activities: The Centre for International Cooperation in Education (DZS) is the allowance organisation founded by the Ministry of Education, Youth and Sports. The National Agency for European Educational Programmes (NAEP) has been established  under DZS and is responsible for implementation of  the Lifelong Learning Programme and other educational programmes in the Czech Republic. NAEP provides promotion of educational programmes, assistance and consultancy services, management of funds and contracts for decentralized actions, monitoring, dissemination and valorisation, organisation of seminars and conferences. DZS also manages other activities related to international cooperation of schools, study possibilities for foreigners in Czech Republic, collaboration with other European Ministries of Education in the field of ICT in education.

Description of Activities: The Finnish National Agency for Education is responsible for developing education and life-long learning as well as promoting internationalisation in Finland. The agency follows the development of educational objectives, content and methods according to the performance agreement with the Ministry of Education and Culture.

The tasks of Finnish National Agency for Education include implementing national education policies, preparing the national core curricula and requirements for qualifications, developing education and teaching staff as well as providing services for the education sector and administrative services.

The Agency is also responsible for coordinating exchange programmes, trainee opportunities and scholarship schemes as well as implementing and informing about EU programmes in Finland. Description of activities: The education policy and strategy in Greece is mainly exercised by the Ministry of Education and Religious Affairs, (MoE) assisted in its work by a number of institutional entities.  

The Ministry of Education  (MoE) has established the strategic plan for the “Digital School”, in order to modernize the education system through the use of the ICTs. In the context of the “Digital School”, on-going and near future actions in both primary and secondary education evolve the wide use of innovative technologies (i.e., Web 2.0 applications tools), in order to enhance the traditional and lecture-dominant teaching methods and to provide a flexible and attractive learning environment. 

The “New School” strategy constitutes a systematic and comprehensive approach with complementary measures implemented simultaneously in a coordinated way (e.g. investment in digital infrastructure, development of new learning materials, change of curricula, teachers training). All new services have been designed in a way that ensure a successful deployment based on the following three key success factors:

  • The active participation of teachers (both primary and secondary) into the process of development of the digital learning materials and the everyday use during the teaching process.
  • The active involvement of all the educational units in all learning subjects.
  • The establishment of a continuous evaluation process in order to ensure the quality of the digital educational resources.  

Although the Educational Reform consists of several individual actions, it becomes also a coherent common tool in order to provide synergies and efficiencies mainly focus on:

  1. Training policies in terms of initial training, the teachers’ constant support and the in-service training in new curricula for the directors.
  2. Inclusion policies focus mainly on  “Zones of Educational Priority”.
  3. The rationalization of the school administration, based upon two major action of:  

    - A new merging plan for school entities.
    - A certification of administrative efficiency diploma in education.

  4. The School Evaluation policy with special attention to the development of an external evaluation framework.
  5. The New Curricula development based on learning outcomes.

Related actions include:

  • Better establishment of the "Bring You Own Device" (BYOD) project to primary and secondary schools.
  • Installation of computer laboratories with enhanced functionalities (i.e., broadband wireless access, multimedia equipment) and integration of advanced devices such as interactive whiteboards. 
  • Schools interconnection to municipal optical metropolitan area networks, enabling high-speed optical access to Greek School Network (GSN).

Description of activities: The Ministry oversees the pedagogical, professional and educational efforts in public education. It is responsible for drawing up the necessary development plans, creating the legislation required for such operations and ensuring that the institutions work at the required standard of quality. It organizes pedagogical, professional assessments, examinations and surveys in the field of public education.

The tasks related to the EUN membership were delegated to the Educational Authority by the Ministry of Human Resources hence the organization is acting as the Hungarian EUN Member on behalf of the Ministry. The Educational Authority provides and develops IT services for education, runs education-related research and development projects, fulfills administration-type activities in the educational system, and offers pedagogical professional services for teachers. The Authority is also involved in international cooperation, and it acts as the eTwinning NSS for Hungary. The Educational Authority maintains the Hungarian educational portal Sulinet.

Description of activities: INDIRE, the National Institute for Documentation, Innovation and Educational Research, is the Ministry of Education’s most ancient institute of research.

Since its inception, the Institute has been accompanying the evolution of the Italian school system, investing in training and innovation and supporting the processes of school improvement.
The Institute, with INVALSI (the National Institute for the Evaluation of the System of Education and Training) and the Inspectorate, is part of the system of national assessment in education and training.
The Institute has extensive experience in the use of Information and Communication Technologies for in-service training of teaching staff, administrative, technical and auxiliary staff and school leaders and is a point of reference for educational research.

Description of activities: DGE is the Directorate-General for Education (Direção-Geral da Educação) of the Portuguese Ministry of Education and Science. DGE’s specific remit is to make sure that national policies are implemented regarding the pedagogical and didactic components of pre-school, primary, lower and upper secondary education, as well as the provision of education for children not attending school. It gives technical support to their design and at the same time evaluates their implementation. It coordinates the exam planning activities. It also designs, organises and puts into practice prevention measures concerning risk, security and violence control in schools.

A specific team within DGE is in charge of designing, developing and evaluating initiatives and projects related to the use of digital tools and resources in education. It fosters the effective use of computers and the Internet by all educational agents (students and teachers alike) and is a partner in several EUN projects, namely eTwinning, InSafe, iTEC, inGenious, Living Schools Lab, Creative Classrooms Lab, among others.

Description of activities: The Institute of Educational Technologies is an organization that belongs to the Spanish Ministry of Education. Its projects are carried out within the scope of education below the university level. Its main functions are:

  • The production and diffusion of learning materials on digital and audiovisual media from all areas of knowledge, with the aim of turning information and communication technologies into an ordinary working instrument in classrooms for teachers of different academic levels.
  • The hosting of specific training programmes, especially on-line, in collaboration with the autonomous communities, within the scope of application of information and communication technologies for the classrooms.

Description of activities: The Agency steers, supports, follows up and evaluates the work of municipalities and schools with the purpose of improving quality and the result of activities to ensure that all pupils have access to equal education.

In the decentralised Swedish school system the responsibility for ICT is shared. The role of the municipalities is to see to good accessibility to computers and the Internet in schools as well as that the educationalists are highly skilled in using ICT as a pedagogical tool. The role of the state is to promote the use of ICT in education, mainly by supporting the municipalities in their task.

The state authorities promote the use of ICT in education by developing user-friendly ICT tools for in-service competence development and school improvement as well as by stimulating the educationalists to increase their knowledge and competence. Furthermore the government will continue to work for good accessibility in all areas of education although mainly by supporting the municipalities in their task. An important task on a national level is to spread the use of ICT to all concerned groups in education and all over the country.

The Agency is responsible for promoting the use of ICT in schools. One of the main activities is to facilitate schools with access to digital learning resources both in terms of stimulating production by different actors (teachers, museums, publishers etc) and in terms of easy discovery and access to these resources. One of the results is the Spider, a federated search service that provides access to resources in a number of Swedish repositories.

The Agency has participated in a number of EU projects where Swedish resources are shared at European level and Sweden is contributing resources to the Learning Resource Exchange.

Description of activities: The use of Information Communication Technologies (ICT) in education and training has been a priority in the Ministry over the last decade. Edu-Tech is authorized to do the followings with the article 8 of the law number 4359 on behalf of MOE: To submit and procure the services on arrangement, implementation, assessment and training manpower, needed for building up a new functional connection between open education and formal education and needed for raising the quality, diffusion and boosting of education and training with the technological improvements, To arrange, implement and assess tests on Private and Public enrollment and graduation which are organized by central authority. Carry out duties and services of Central and Provincial units of the ministry on data processing implementation. The main aim of the institution is to provide necessary IT infrastructure to all schools, get all the teachers to acquire ICT skills, adapt to new curriculum with its all aspects.

The Ministry of National Education has launched a number of projects to help especially students, parents and teachers, and then people who are related to education, to benefit from educational technologies. These projects have been carried out a range of activities from training teachers via distance education to preparing regulations which are related to information technologies.

The most important projects carried out all through the country can be described as: Educational and Informatics Network (EBA) which has been designed under the component of FATİH Project named as “Enabling and Management of the Educational e Content” within the scope of the FATİH Project is a portal which has been set with the aim of enabling the transformation of the society to information society, generalization of the information culture in education with a systematic policy and meeting the needs of information in education by blending the dynamics of the age such as search engine, social networking, and e-cyclopaedia and can carry the all educational informatics system by developing. When the Infrastructure of this Portal is designed, it should be taken into consideration that this portal will serve to 700.000 teachers, 17 million students and parents besides all adult students within the scope of the Life-Learning Program.
