The main authorities or bodies responsible for education are the Council of Ministers, the Ministry of Education and Culture, the Education Service Commission and the Local School Boards. The Council of Ministers is the highest authority for educational policy. Overall responsibility for education rests with the Ministry of Education and Culture, except for a small number of higher education institutions which come under the Ministries of Labour and Social Insurance, Agriculture and Health. The Ministry of Education and Culture is responsible for the administration of education, the enforcement of educational laws and the implementation of educational policy, the preparation of the education budget and educational bills and the construction of school buildings. Educational administration is centralized. Therefore, curricula, syllabuses and textbooks are set by the Ministry. The inspectorate of the Ministry of Education and Culture has the overall responsibility for supervising the proper functioning of the schools. Educational Reform Programme The Republic of Cyprus has initiated an ambitious Educational Reform Programme, inviting dialogue with all stakeholders (political parties, teachers’ unions, parents’ associations, associations of students, and the Government, represented by the Ministry of Education and Culture and the Planning Bureau) with a view to turning the vision of a better and more modern educational system that will meet the needs and challenges of the 21st century, into reality. This dialogue was initiated in 2005 and several reforms have been implemented since then, while others are currently under way. The Educational Reform Programme is targeted at reforming major aspects of the educational system. It centres, namely on the preparation of new Curricula, the creation of a revised in-service training system for teachers, the implementation of a new appraisal scheme for teachers, and the introduction of new teaching methods, in order to eliminate obstacles constraining access and offer equal opportunities to children, young people and adults irrespective of their background or level of need. All of the above aim to an exclusive upgrading and modernising of the Cyprus educational system. The aim of this program is to effectively use Information and Communication Technologies (ICTs) in the educational process and to enhance the digital literacy of students and teachers. The state authorities promote the use of ICT in education by developing user-friendly ICT tools for in-service competence development and school improvement as well as by stimulating the educationalists to increase their knowledge and competence. Furthermore the government will continue to work for good accessibility in all areas of education although mainly by supporting the municipalities in their task. An important task on a national level is to spread the use of ICT to all concerned groups in education and all over the country. The Agency is responsible for promoting the use of ICT in schools.
